This 15-story, 82-unit residential building will provide permanent affordable and supportive housing for individuals who are formerly incarcerated or justice-involved. Designed to meet Passive House standards, the all-electric building features a substantial solar array, ensuring energy efficiency and sustainability. Developed by the Fortune Society, the project is financed through a combination of New York State Homes and Community Renewal (HCR) 9% Low-Income Housing Tax Credits, New York City Department of Housing Preservation and Development (HPD), and the Homeless Housing Assistance Program (HHAP).

The Starhill redevelopment is a $357 million, two-phase supportive and affordable housing project in Morris Heights, Bronx, developed by Bronx Pro Group and Services for the UnderServed (S:US) and constructed by Home Builders. Located on a 2-acre site at 1600 Macombs Road—formerly a residential treatment center—the campus includes 570 new units across two mixed-use buildings connected by a shared amenities bridge. Phase I, a 253,000-square-foot building with 326 units (including 200 supportive units), completed construction in April 2025 and was financed through SHOP, SHLP, HFA bonds, 4% LIHTC, and Reso A. Phase II, now under construction, will deliver 244 additional units—74 supportive and 169 affordable—along with 8,000 square feet of community facility space that will include a Federally Qualified Health Center (FQHC), financed through HPD and HDC’s ELLA program, 4% LIHTC, and Reso A. Both buildings are designed to meet Enterprise Green Communities standards, with sustainable features including block-and-plank construction, façades of brick, EIFS, stone, and metal panel, unitized apartment ventilation, central ERVs, high-efficiency gas boilers, and VRF systems for shared spaces. Apartments are cooled by window AC units and heated with baseboard heaters, and tenants pay for electricity and electric stove use. Rooftop PV solar panels, mounted on pipe railing systems, offset owner-metered electric usage, and the two buildings are linked via an underground transformer running from Grand Avenue. When complete, the Starhill campus will provide 11,500 square feet of public open space and a service-rich, sustainable community for low-income and formerly homeless New Yorkers.

MORRIS UNIVERSITY APARTMENTS

Morris University Apartments is the comprehensive rehabilitation of two occupied, distressed buildings at 1966 University Avenue and 2386 Morris Avenue in the West Bronx, redeveloped through HPD’s Third Party Transfer (TPT) Program. Home Builders serves as the general contractor, leading a full gut renovation of 39 residential units and five commercial spaces delivering long-term, high-quality affordable housing. All apartments are receiving new kitchens, bathrooms, plumbing, energy-efficient windows, and modern heating systems. Building-wide upgrades include façade restoration, new roofs, intercom and key card access systems, security cameras, and laundry amenities. The $35 million redevelopment is financed through 9% Low-Income Housing Tax Credits, HPD subsidy, and private debt, and will serve households earning between 40% and 60% of AMI, with four units set aside for families exiting the shelter system.

TPT Longfellow Marmion

The TPT Longfellow Marmion project is a comprehensive gut renovation of two formerly distressed buildings at 1900 Longfellow Avenue and 1968 Marmion Avenue in the Bronx, undertaken by Bronx Pro Group and JGV Management through HPD’s Third-Party Transfer (TPT) Program. The redevelopment will deliver 50 fully renovated affordable housing units and more than 2,700 square feet of upgraded commercial space. All existing tenants were temporarily relocated and will have the opportunity to return to modern, energy-efficient apartments featuring new finishes, green building components, and enhanced mechanical systems, including solar PV arrays and high-efficiency boilers. The $22.5  million construction is financed through 9% Low-Income Housing Tax Credits (LIHTC), HPD subsidy, and project-based vouchers for formerly homeless households. Construction is scheduled for completion in late 2026, with permanent conversion anticipated by fall 2027.
